The settlement, if approved gives the Water Department every penny it says it needs, without requiring the Water Department to improve operations, seek and receive money from the Federal Recovery Act and Stimulus Program.  It does nothing to create jobs in the City of Philadelphia, allows the Water Department to continue to under enroll low-income families in its low-income plan. (Currently, over 25% of Philadelphians live in poverty and only 3.8% are enrolled in the low-income plan.)
To stop the rate increase and force the Water Department to seek funds from the Recovery Act and improve its operations contact the Water Rate Board  at and say "No Rate Increase"
